Nurlan Zhylkaidarovich Apakhayev was born on January 13, 1982, in the city of Kyzylorda, Kyzylorda Region, Kazakhstan. From 1989 to 2000, he attended Secondary School No. 136 in Kyzylorda. In 2000, he enrolled at Aulie-Ata University (Taraz), where he graduated with honours in 2004, specialising in Law.
Nurlan Apakhayev began his professional career in 2004 at Aulie-Ata University (Taraz), where he served as an Assistant Lecturer in the Department of Customs Law and Jurisprudence. In 2005, he was appointed Head of the Department of Analytical and Organisational Support at the university.
From 2005 to 2006, Nurlan Apakhayev pursued postgraduate studies in Law (specialising in Constitutional and Administrative Law) at M.Kh. Dulati Taraz State University, graduating with distinction. In 2006, he became a doctoral candidate at the Kainar University, under the supervision of Professor E.I. Kaiyrzhanov.
In 2010, he defended his PhD dissertation on the topic "Carelessness as a Form of Guilt in Criminal Law" at the Academy of the Ministry of Internal Affairs of the Republic of Kazakhstan. In 2011, he was awarded the PhD in Law with a specialisation in Criminal Law and Criminology, with a focus on Penal Law.
Professional Activity in Law and Teaching
In 2007, Nurlan Apakhayev obtained a state licence to practise law and has actively combined academic work with practical legal activities. From 2008 to 2011, he held the position of Head of the Analytical and Organisational Support Department while also teaching at the Department of Customs Law and Jurisprudence.
Head of Department and Administrative Roles
In 2011, Nurlan Apakhayev relocated to Almaty, where he served as Head of the Department of Legal Disciplines at Kainar University (later renamed Kainar Academy) from 2011 to 2021. From 2021 to 2022, he served as Vice-Rector for Legal Affairs at Kainar Academy. In 2022, he became a Professor in the Department of Criminal Law and Criminology at Al-Farabi Kazakh National University. Since 2024, he has held the position of Professor at Q University.
Academic Title and Awards
In 2018, Nurlan Apakhayev was awarded the academic title of Associate Professor in the field of Law. In 2019, he received the title of Professor at Kainar Academy. In 2024, he was granted the academic title of Professor in the field of Law.
